March 2024 Primary Election Endorsements

Endorsements are made with a 60% vote of members present and voting.
If a 60% vote was not made by the members present and voting, SFGOP’s position is neutral on that issue.

In the event of two Republican candidates running for a single office, endorsement by SFGOP will require 66% of members present and voting.

To provide guidance to voters, we will post a comparison of candidates in contests where SFGOP has declined to make an endorsement and links to candidate forums and debates if available.

San Francisco Propositions

A: Affordable Housing Bonds NO

  • No to unnecessary new taxes.

  • SF gives $1.7 billion to over 600 non-profits with little accountability. We need an in-depth audit before new taxes are introduced. 

  • Our population has shrunk by 155k since 2000; why are we seeking to fund 82K for new homes?

B: Police Officer Staffing Levels Conditioned on Amending Existing or Future Tax Funding NO

  • Proposition B is a ploy for new tax revenue. The city budget of $15 billion has plenty of money to cover police staffing and public safety!

  • Prop B delays voter-mandated police funding for at least 18 months, until and only if, voters approve such spending in a future election.

  • Voters should NOT have to approve a new tax to hire new police officers to replace the officers lost during Mayor Breed’s and the Board of Supervisors’ defunding of the SFPD.

  • NO ON THE COP TAX

C:  Real Estate Transfer Tax Exemption and Office Space Allocation YES

  • Encourages development of empty office space to residential units with a waiver of the transfer tax once sold.

  • Addresses the housing shortage issue by increasing housing stock.

  • The amount of converted office space will be returned to the annual office space square footage allocated by The City.

D: Changes to Local Ethics Laws YES

  • A response by the SF Ethics Commission to address recent corruption cases.

  • Proposition D restricts who can give gifts and what they can give to city officials with decision making powers.

  • Requires training of city officials who have decision making powers

  • Clarifies what a “gift” is for enforcement purposes.

E: Police Department Policies and Procedures YES

  • An omnibus proposition that allows the SFPD to use new surveillance technologies and mandates changes to use-of-force reporting and car chase policy.

  • Allows the SFPD to pursue suspects if they believe there is reasonable suspicion that they will commit a felony or violent misdemeanor., reversing the policy imposed by the Police Commission forbidding this.

  • Allows the SFPD to use drones with facial recognition technology in place of pursuits or in an active investigation.

  • Allow the Chief of Police to approve new public cameras with a public hearing, removing that authority from the Police Commission.

  • Would allow the SFPD to acquire new surveillance technology without first requiring approval from the Board of Supervisors.

  • Would require additional public meetings before the Police Commission can change SFPD policies.

  • Would allow body camera footage to be used as evidence in use-of-force cases in certain circumstances, thus freeing up officers from burdensome paperwork required by the Police Commission which keeps them off the street and in the stationhouse.

F: Illegal substance Dependence Screening and Treatment for Recipients of City Public Assistance YES

  • Requires people to enroll in treatment if they are drug users as a prerequisite to receiving cash assistance from The City.

G: Offering Algebra 1 to Eighth Graders YES

  • Though this Proposition won’t add Algebra I, every yes vote sends a signal to the School Board that they should reinstate Algebra I ASAP.

  • SFUSD students who are qualified to take algebra in 8th grade should be allowed to do so. Students who study higher maths at a young age have a greater shot at completing STEM degrees at University. They should not be deprived of this opportunity to advance by the personal agendas of the School Board and their questionable ideas of “equity”.

California State Initiatives

Proposition 1 {CAGOP recommends “No Position”)

  • Changes the funding structure and name of the Mental Health Services Act and issues $6.380 billion in bonds for housing veterans and homeless individuals with mental health or substance use

  • Diverts 30% of funding from current mental health treatment programs to providing housing for veterans and homeless individuals with mental health or substance use

Judicial Contests

Candidate for Judge of the Superior Court, Seat #1: Chip Zecher

Candidate for Judge of the Superior Court, Seat #13: Jean Myungjin Roland

  • Judges serve 6 year terms and are automatically reappointed UNLESS they are challenged at their next election.

  • Judges should be held accountable for their actions, just like any other appointed/elected official. This is why they are required to run for retention.

  • The current judges in these two seats have a history of releasing felony drug dealers, sex offenders and felons who attacked police officers pending trial. More here.

    The challengers we recommend have good credentials and experience in the legal system. Chip Zecher has 33 years of legal experience, including serving on the board of the Hastings College of the Law and years of litigation practice. Jean Myungjin Roland is a product of San Francisco, an alumna of Lowell High School and has 22 years at the San Francisco District Attorney’s office as a Assistant District Attorney both at trial and managing attorney.
